Which I believe are the two biggest obstacles that hold people back from trying to get their manga published.

Basically, what she says is if you don't know Japanese, you need a good Japanese localizing person (I assume that means translator). As for communicating with editors and sending your manga, you can talk by email, skype, or phone, and you can send your manga by fax. She mentions other manga artists who don't live in Japan, such as Mari Yamazaki and Saori Oguri does this as well.

I still have my doubts if this works for every magazine, so more info might be needed. Still, it's great to know it's possible. Check out her post for more info. Hopefully this helps some of you who are looking to get published in the future.
