It might be possible to get your manga published in Japan even if you're not in Japan.

Shojo, josei, yuri, yaoï... En d'autres termes voici la rubrique regroupant les genres de manga destinés à un public féminin!

Of course! One word of warning: It won't likely be easy by any stretch! If that's your passion, go for it! Start now with whatever you can do now. Publish your stuff on the Web. Give it away to friends. Find one or more (more is better) person(s) whose work you admire and emulate, assimilate, and integrate the aspects of their work that most resonate with you. Work to find your own "color" or "flavor" of work as well. Respect them all in your work. 8 Ball Pool Google Hangouts Omegle

By all means, learn Japanese. If you're not willing to learn the language, you'll never learn the culture, aesthetic, perspective, or the people... to say nothing of actually being able to actually communicate! Leave it alone and pick up software engineering if you're not willing to do this (-_- ). Visit/move to Japan as well. In fact, don't just learn the language, give yourself to the language and the culture... your existing one(s) won't go anywhere.
